Health and Welfare

6.1 For the term of this Agreement, the District agrees to provide each unit member with medical, dental, vision, and life insurance benefits under the terms described in the paragraphs below.

A. Medical insurance shall be provided through the PERS Health plan options. During the annual sign-up period, eligible unit members may select one of the companies.

B. Dental insurance shall be provided by Delta Dental Service for unit members and their eligible dependents. The maximum dental coverage per covered individual will be three thousand dollars ($3,000) per year for network providers and two thousand dollars ($2,000) per year for out-of-network providers.

C. Vision insurance shall be provided for eligible unit members and their eligible dependents. As of the plan year for 2008-2009 (October 1), the vision insurance will change from Medical Eye Services (MES) to Vision Service Plan (VSP). The plan includes a unit member co-payment.

D. Life insurance shall be provided through South Counties Employer Employees Trust (SCEET). Coverage under this policy is $5,000 life insurance and $5,000 accidental death/dismemberment.

E. A unit member may elect to opt out of the District’s health and welfare benefit insurance programs, including medical, dental, vision, and life insurance, provided that the unit member first verify in writing on the appropriate District form that he/she has alternative comparable health and welfare benefit insurance covering the same time period.

District Contributions/Medical Insurance

6.2 Active full-time unit members: The District shall contribute up to an annual maximum premium supplement equal to the cost of the CalPERS Kaiser Medical Plan for employee plus one dependent towards medical insurance for eligible full-time unit members. The District’s maximum employer supplemental contribution shall include the basic CALPERS premium cost set forth in Government Code 22892.

6.3 Active less-than-full-time unit members: The District’s contribution for less-than-fulltime unit members shall be in the same proportion that their salary bears to full salary, with the unit member responsible for the balance. However, for dental, vision, and life insurance coverage, only those unit members employed at least half-time shall be eligible for coverage in accordance with the terms of the Agreement between the District and the carrier. 6.4 Active Employee’s Dependent Medical Coverage: Every unit member who elects dependent medical insurance coverage under the provisions of the District medical insurance program may utilize for said coverage any amount remaining from the District’s supplemental contribution after payment of the employee-only premium. Any excess premium costs after application of the District’s basic and supplemental contributions described above shall be the sole responsibility of the unit member. 6.5 Active Full-Time Members: The District will assume the cost of premiums for family dental, employee life insurance and vision plan coverage for full-time employees.

6.6 Active Less than Full-Time Members: The District’s contribution for less-than-full-time unit members shall be in the same proportion that their salary bears to full salary, with the unit member responsible for the balance. However, for dental, vision, and life insurance coverage, only those unit members employed at least half-time shall be eligible for coverage in accordance with the terms of the Agreement between the District and the carrier. 6.7 The District shall contribute up to an annual premium supplement equal to the cost of CALPERS Kaiser Medical Plan for employee-plus-one toward medical insurance only for unit members who retire and qualify under Article 7 – Early retirement program. The District’s maximum employer supplemental contribution shall include the basic CALPERS cost set forth in Government Code 22892.
